It all happens through Antoine, and you can turn them into him anytime, not just while the guild is open. There's nothing to be unlocked to do those commissions. By mid to late game, these are the ones you'll want to beat Higgins to anytime they are posted. The quests for outside regions are very lucrative and give a lot of town rep points, but they are also some of the harder commissions you'll find on that board, so if you're fairly new and not really set up in the game, they can take days longer to complete. Fireside meetings are not mandatory, but certain meetings may divulge useful information as well as net the player some free Pumpkin Pies. Mayor Gale typically holds fireside meetings on Sundays from 19:00 - 21:00. They also mention turning them in to Antoine on the flyer itself.
